Sir,
I am directed by His Excellency to inform you that an order has been issued to one of the Police Magistrates to issue a Warrant for the apprehension, detention and examination of certain persons accused of Murder and Burglary committed in Chinese Territory;
and I am to request you upon the arrest of the accused to communicate with Messrs. Howell & Wilkinson who has been instructed by the Chinese Government.
